Campus Police Rape Investigations Tier 4: Case Review and Prosecutorial Referral

Campus Police Criminal Investigations Track

Campus Police Rape Investigations Tier 4: Case Review and Prosecutorial Referral

Investigative Completeness, Report Writing, and Prosecutorial Coordination

Class Description

A rape investigation is not necessarily complete when interviews conclude and evidence has been collected. Detectives and supervisors must evaluate the entire record, identify unresolved questions, accurately document material evidence, and determine whether further investigative work is required before prosecutorial consideration.

This course focuses on the final stages of criminal investigation, including assessment of corroborating, contradictory, and exculpatory evidence, alternative hypotheses, investigative completeness, report writing, and supervisor oversight. Participants distinguish observed facts and underlying source material from investigators’ conclusions and inferences.

Special attention is given to discrepancies among interview recordings, transcripts, notes, statements, investigative narratives, and summaries provided to prosecutors. Participants examine how omissions, inaccurate paraphrasing, unsupported conclusions, and unexamined leads can affect charging decisions and later proceedings.

The course addresses quality assurance, early prosecutor consultation, organizing and conveying material information, requests for further investigation, newly discovered evidence, case reconsideration, and documented dispositions. It also explores investigative independence when concurrent Title IX proceedings or institutional pressures exist, and appropriate consultation with outside agencies.

Using a realistic case file, participants assess whether the investigation is complete, identify deficiencies, and prepare recommendations for an accurate and impartial prosecutorial referral.
