Title VI Coordinator/Investigator Comprehensive Course
This in-person 2½-day in-person course combines four Title VI Coordinator and Investigator training tiers and a bonus Applied Case Study into a single, immersive experience designed to equip higher education professionals with the legal knowledge, operational strategies, and investigative skills needed to lead institutional responses to discrimination based on race, color, national origin, and shared ancestry. Participants will receive one certificate upon completion, verifying training across all tiers:
- Title VI Coordinator: Tier 1 – Law and Policy
- Title VI Coordinator: Tier 2 – Institutional Response
- Title VI Investigator: Tier 1 – Investigating Race and Color Discrimination
- Title VI Investigator: Tier 2 – Investigating National Origin & Shared Ancestry Discrimination
- Title VI: Bonus Course– Title VI Applied Case Study
Class Description
This 2½-day comprehensive course equips higher education professionals with the full spectrum of Title VI coordination skills, combining foundational legal knowledge, institutional response strategies, and advanced investigative techniques. Participants will explore the statutory framework of Title VI, explore compliant policies and procedures, and learn to manage complex complaints involving race, color, national origin, and shared ancestry. Through interactive modules and applied case studies, attendees will gain proficiency in intake protocols, bias mitigation, trauma-informed interviewing, and report writing. The course emphasizes identity-sensitive practices and cross-functional coordination, preparing participants to lead equitable, legally sound responses across campus systems.
By the end of the course, participants will be able to:
- Interpret Title VI legal foundations and compliance mandates.
- Design and implement institutional response systems for race, color and national origin-based complaints.
- Conduct identity-sensitive investigations using trauma-informed and bias-mitigating techniques.

- Group Strategy Discussions and Stakeholder Communication
Who Should Attend
This course is designed for Title VI Coordinators and Deputy Coordinators; Title IX Coordinators, Deputy Coordinators, and Investigators; Student Affairs and HR Professionals; Legal Counsel and Compliance Leads; Campus Safety and Threat Assessment Team Members; and Investigators handling race, color, national origin, or shared ancestry complaints. Attendees must be an employee of an institution of higher education.
Certification
Participants will receive a certificate of completion from D. Stafford & Associates verifying comprehensive Title VI Coordinator training across all tiers. This certification can serve as institutional documentation of training in:
- Title VI legal foundations
- Response coordination
- Investigative methodology
- Bias mitigation and report writing
Faculty

This class is a 2 & 1/2 day in-person class (with time built in for breaks) held from 8:30 am to 4:30 pm Eastern Time on Days 1 and 2, and 8:30 am to 12:00 pm Eastern Time on Day 3.
